Corporate History
While providing risk management consulting services to Detroit Edison, Dr. KB Stallworth organized Utility Services of America in response to then President John Lobbia’s desire to improve diversity within Detroit Edison’s Supply Chain by extending business opportunities to proven minority vendors in contractual areas where there was a historical absence of their participation. Energy Clearance was created to perform overhead electric distribution line clearance services in 1992.
When service opportunities expanded to include overhead electric distribution line construction, Energy Construction was formed. In 1997, in collaboration with the Archer administration and IBEW Local 17, an apprenticeship program was developed to bring local residents into the trade through contracted service to the City of Detroit’s Public Lighting Department. Many of these participants eventually acquired the opportunity to apply their craft in service to Detroit Edison. As requests for regional emergency response grew, these entities merged under the Energy Group to provide electric utilities, rural electric cooperatives and municipalities throughout the mid-west, and from Northern Michigan to the Gulf Coast with a wide range of electric reliability services. USA has be called upon to provide emergency electricity restoration services during a number of natural disasters including Hurricanes Isidore (2002), Isabel (2003), Ivan (2004), Frances (2004), Katrina (2005), Rita (2005), and Irene (2011).
Overcoming the initial operational hurdles associated with a segregated labor pool, mid-level corporate resistance to minority ownership, and opening local resident and minority access to the electric reliability service skilled trades; USA and the executive leadership of Detroit Edison, DTE Energy and IBEW have forged over 20 years, a mutually beneficial synergistic relationship that is solidly founded on the provision of “competitive and reliable delivery of quality electric distribution line clearance, construction and maintenance service” that has affirmatively changed both the corporate and organized labor culture related to the value of diversity in non-traditional service areas; and investment in rate base headquartered suppliers. In 2012, DTE Energy nominated the company as the Minority Supplier Development Council’s Suppler of the Year.

Team Leadership
Dan Francis
Serving as President, Dan oversees all aspects of finance and operations of the company. Dan is
responsible for negotiating pricing on service contracts and has been the lead negotiator for
multiple collective bargaining agreements. Dan is also responsible for procuring storm contracts and coordinating subcontractor activity on storm work. Dan’s relationship with Dr. Stallworth dates back to 1987. He has a Bachelors Degree in Economics from the University of Michigan.
Ken Shapiro
Serving as a USA strategic Partner, Ken Shapiro’s Consulting Engineering Associates has 40 years of
experience in power transmission and distribution design. Ken oversees roadway/highway lighting
installation and upgrade design, and his family has provided the exclusive provider of such services
to the City of Detroit since 1956. The Shapiro and Stallworth family’s relationship date back to 1969.
Ken has a Bachelors Degree in Engineering from the University of Michigan.
John Francis
Serving as Vice President, John oversees equipment procurement, fleet maintenance, and facility
development for all operating units. John also manages business unit and cost center efficiency
audit initiatives, and is responsible for project development pertaining to equipment utilization.
John’s relationship with Dr. Stallworth dates back to 1990. John has a Bachelor Degree in Fine Arts
from Albion College.
Nicole T. Stallworth
Serving as Vice President, Nicole oversees human resources and strategic staffing for all operating
units. Nicole is responsible for non-multiyear contract management, outsourcing of non-core
business service requirements, and in-service training programs. Nicole is married to Dr. Stallworth
and Dean of Administration for at the Institute of Leadership Development & Career Advancement.
She has a Bachelors Degree in Business Administration, and Master’s of Science Administration from
Central Michigan University.
Larry Brinker
Serving as an “energy optimization specialist”, Larry Brinker, CEO of Edgewood Electric assists
municipal utilities and electrical cooperatives in development and implementation of an integrated
supply chain and commercial/residential installation process that is driven by ordinance-based illumination standards. These standards are developed through evaluation and inspection of manufactured products that efficiently align with the needed illumination support for the street lighting system that includes street lamps, commercial and residential illumination products that reduce both electrical load and maintenance. Edgewood Electric has 30 years of electrical experience.
Jim Reilly
Serving as Manager of Field Operations, Jim is responsible for managing both the line construction
and line clearance divisions. Jim has been a Journeyman Lineman for over 20 years and has held
management positions with Asplundh and NG Gilbert. Prior to joining the company, he also served
as Assistant Business Agent at IBEW Local 17.
